Improve Governance to Protect Taxpayers

Dear Editor,

Recent revelations about the Richmond Olympic Oval raise serious concerns about governance, accountability, and transparency in our publicly funded institutions. The disclosure of CEO George Duncan’s $403,000 salary in 2023—surpassing that of Richmond’s city manager—has drawn public attention and questions about oversight.

The Oval, owned by the City of Richmond, operates with limited municipal oversight, making it challenging to ensure transparency. Although Cllr. Alexa Loo was the liaison during this time, clearly something has gone wrong. Several councillors have been sounding the alarm bells on this situation for some time. Cllr. Heed’s motion, supported by Cllrs. Day, Wolfe, and Gillanders for proactive compensation disclosure revealed that Mr. Duncan’s pay included a base salary, benefits, and expenses, which he defended based on his short-term contract during post-pandemic recovery efforts. Not to suggest Mr. Duncan or anyone else had nefarious intent, but until a full investigation with release to the public is undertaken, we simply don't know where proper governance failed taxpayers.

Although some changes, including a full board overhaul and the elimination of the CEO position, have taken place, what lessons have been learned to carry forward to improve city governance?  While the Oval reported strong revenues, it remains reliant on city and provincial funding, further underscoring the need for accountability.

As stewards of public resources, we must demand transparency and governance that align with public expectations, ensuring trust and integrity in how funds are managed.
